Transparency Code 2014

In October 2014, the Department for Communities and Local Government (DCLG) published the Local Government Transparency Code 2014 which specified what open data local authorities must publish.

The Authority is required to publish information quarterly, annually and only once. The information below details what information will be published in accordance with the code and at what frequency.

All the information included here can be used and re-used under the terms of the Open Government Licence, published by the National Archive.

Information to be published quarterly

Expenditure exceeding £500 - each individual item of expenditure above £500 (individual invoices, grant payments, expense payments, payments for goods and services, grants, grants in aid, rent, credit notes over £500, transactions with other public bodies). Government Procurement Card transactions - for every transaction on a Government Procurement Card. The Authority does not use a Government Procurement card, however, in line with government recommendations, all transactions using Corporate Credit cards are being published. Procurement Information - All invitations to tender for contracts to provide goods and/or services with a value that exceeds £5,000.

All contracts, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000.

Grants to voluntary, community and social enterprise organisations - details of all grants. Expenditure exceeding £250
Organisation chart - covering each member of staff in the top three levels of the organisation if their salary exceeds £50,000. Organisation chart
Trade Union Facility time - details on union representatives including total number, total number who spend at least 50% of time on union duties and basic estimate of spending on unions. 1 member of staff (0.81 Full Time Equivalent) is a union representative but they do not spend more than 50% of their time on union duties. Unison is the only union represented within the Authority. Expenditure on unions is essentially zero.
Parking Account - Income and expenditure on the Authority's parking account. N/a - Section 55 of the Road Traffic Regulation Act 1984 as modified by Regulation 25 of the Civil Enforcement of Parking Contraventions (England) General Regulations 2007 does not apply to National Parks.
Parking Spaces - the number of marked out controlled on and off-street parking spaces within the Authority's area. N/a - Section 32(1)(a) of the Road Traffic Regulation Act 1984 does not apply to National Parks.
Senior salaries - details about employees whose salary is in excess of £50,000 in that year. Final Accounts for 2013/14
Constitution - Local Authorities must publish their constitution. Standing Orders
Pay Multiple - defined as the ratio between the highest taxable earnings for the given year and the median earnings figure of the whole of the Authority's workforce. Multiple of 3.85 (March 2014)
