Affordable Housing
The National Park’s constituent housing authorities have all carried out surveys which show a high level of affordable housing need in parishes across the Park. The most recent surveys can be obtained from the authorities below or via the website links for Ryedale and Scarborough.
Hambleton Housing Needs Survey
Redcar and Cleveland Local Housing Assessment
Ryedale Housing Needs Assessment
Scarborough Housing Market Assessment
The National Park Authority has developed a range of planning policies to promote the development of affordable housing for local people and these are contained in Core Policies J and K of the Authority's Core Strategy and Development Policies DPD. Further details are provided in the adopted Housing Supplementary Planning Dpcument which can be viewed by clicking here.
District Valuer Services carried out an independent assessment of Core Policy J in 2009. The Assessment showed that there were problems with scheme viability with a 50% affordable housing contribution but that a number of schemes were viable with affordable housing contributions between 30% and 40%. Since the Assessment was based on costs and values at the end of 2008 during a major economic downturn, the Authority decided to review the position again in Autumn 2010 and the results of the latest report can be viewed via the link below.

Supporting the Rural Housing Enabler programme
The Authority has contributed to the funding of the Rural Housing Enabler programme in North Yorkshire since 2005 and will continue to do so in 2010/11.
Developing affordable housing on exception sites involves co-operation and commitment from many people and organizations and the Rural Housing Enablers for Scarborough, Ryedale and Hambleton play a vital role in working with parish councils, landowners, housing associations and funding agencies. The RHE normally carries out a local housing needs survey and the Authority works closely with them and the Parish Council looking at possible sites and identifying a suitable partner RSL.
The Authority will continue its involvement as a member of the Steering Groups which guide the work of the Rural Housing Enablers.
