National Park Management Plan
The 1995 Environment Act (section 66) includes a duty for the National Park Authority to prepare and review a National Park Management Plan. This provides the main source of strategic policies for managing the Park to achieve the two statutory purposes and for fostering the economic and social well being of local communities. It describes the special qualities of the North York Moors and sets out objectives and policies not just for the Authority but for all organisations and agencies whose work or activities affect the National Park.
The existing Management Plan consists of the 1998 Management Plan and the 2004 Review which supplements the older document. The 2004 Management Plan can be viewed by clicking on the links below. The Authority must review the Plan every 5 years and this must involve consultation with a wide range of individuals and organisations.

As part of the 2004 review of the Management Plan, the special qualities of the National Park were defined.
2009 Review
A Review of the Management Plan is a target in the Authority's Business Plan and was started in September 2009. The review comes at a time of significant challenges for the Authority and the Park. There is increasing pressure on land and its resources to deliver benefits for society such as food, clean water and air, healthy soils, recreation and carbon and floodwater storage. Climate change is predicted to have a range of effects on the Park including increased rates of coastal erosion, increased flood risk and storms, greater risk of moorland fires, pressure on water resources and changes to species and habitats. The initial consultation on the review ran from 26th July to 30th September and sought comments on the future challenges for the Park that need to be addressed in the Plan whilst also having a focus on how land resources should be managed in the future so the benefits outlined above can continue to be provided. We are currently assessing all the comments received and writing a draft Plan during the Autumn. There will be a further period of consultation at that stage. State of the Park Report
The State of the Park report has three main functions. It is intended to help the Authority, its partners and the public to:
- Monitor trends and progress towards implementing the North York Moors National Park Management Plan.
- Identify key issues and changes that relate to the purposes and duties of the National Park.
- Measure whether overall ‘quality of life’ in the National Park is improving.
