From the 1 April 2015 the Authority's Planning Team introduced an improved and more structured pre-application enquiry service which it is hoped will enable customers to engage effectively with the planning service and access professional planning advice. We are committed to providing all our customers with a good quality, efficient and accessible service and welcome early pre-application discussions prior to considering formal development proposals. Benefits of Seeking Formal Permitted Development/Pre-application Advice

The Government encourages applicants to seek advice before they submit a planning application. The benefits of this early engagement are as follows:

  • Enables the Authority to consult with relevant bodies e.g. Highway Authority, Environmental Health, Environment Agency etc.
  • Early identification of potential problems and suggested solutions
  • Officers will offer advice on how best to achieve your project
  • Allows applications to be dealt with more quickly and reduces the likelihood of permission being refused
  • Peace of mind having written confirmation that planning permission is not required for your development

Submitting your Enquiry

If you would like to know whether a proposed development needs planning permission or wish to obtain pre-application advice on the acceptability of your proposal, the Planning Team are more than happy to receive your enquiry in writing marked for the attention of The Planning Department, North York Moors National Park Authority, The Old Vicarage, Bondgate, Helmsley, YO62 5BP or email (planning@northyorkmoors.org.uk). To enable an Officer to give you accurate and reliable advice it would be helpful if the following information is provided:


1.  A clear description of what your proposal entails
2.  Confirmation of the development site address together with a plan identifying the site
3.  Drawings/plans to a metric scale or annotated with metric measurements
4.  Any other background information you think may be relevant
5.  Relevant fee

Paying for your Enquiry

Providing formal advice is time consuming and as part of important cost recovery measures, charges have had to be applied to help recoup the costs in part. The current charging schedule which includes payment methods, is set out below:
