Draft Local Plan - Pre-Submission Draft Sustainability Appraisal and Habitats Regulation Assessment
The Authority is required to produce two pieces of technical evidence to inform and appraise the draft local plan as it is being prepared - the Sustainability Appraisal (SA) and Habitats Regulation Assessment (HRA).
The Sustainability Appraisal (Pre-Submission Draft, March 2019)
The Sustainability Appraisal is a plan-making tool which assesses all policies in the Plan to see if they are the best means of delivering development which strikes the right balance between environmental, economic and social objectives. This appraises how well the draft plan meets environmental, social and economic objectives. It has informed the plan-making process over time. As it is a large and complex document is broken down into the following sections:

These appendices set out a summary of legal requirements, the relationship of the draft Local Plan to other policies and programmes, the response of the environmental bodies to an earlier 'scoping report' and a comparison of alternative spatial strategy options against sustainability objectives.
This is the bulk of the report and contains the assessment tables showing how each of the sixty four policies in the draft plan currently performs against sustainability objectives.
These appendices look at the cumulative effects of the draft Local Plan, areas where the appraisal recommended mitigating measures to improve the policies and sets out a monitoring framework.

The Habitats Regulation Assessment (March 2019).
The HRA is another legal requirement and is undertaken to make sure our policies do not have any harmful impacts on key protected wildlife habitats. The draft report, prepared by Fleming Ecology and DTA Ecology concluded that having screened the Local Plan for any potential effects on important sites for habitats and wildlife no significant effects will be generated should the Local Plan be adopted.
